Hello, and welcome to Aichi Prefecture! My name is Ryan Gilbride, I am the Coordinator for International Relations (CIR) in the International Affairs Division of the Aichi Prefectural Government. This page introduces me and the JET Program, and includes some helpful links. It is also a place for Aichi JET participants to get information on counseling and other sources of support and help.

Self-Introduction/自己紹介

Hello everyone! My name is Ryan. Seven years ago, I came to Japan from Ireland and a year ago I moved to Aichi from Hokkaido where I spent around 5 years.  Prior to my current position in Aichi, I gained a lot of valuable experiences as an ALT, a support worker for people with special needs at an NPO, and volunteer working on a ship circumnavigating the globe with a Japan based NGO.

 

皆様、こんにちは!ライアンです。私はアイルランド出身で7年前に来日し、5年ほど過ごした北海道から愛知に引っ越してきました。愛知県の国際交流員になる前は、外国語指導助手やNPOの障害者支援員、日本を拠点とするNGOの世界一周船のボランティアスタッフとして、様々な経験を積んできました。

I grew up in County Fermanagh, in rural Northern Ireland and studied Music at University in Belfast, where I also took up Japanese study as a hobby. I Moved to Soya in North Hokkaido to work as a JET ALT upon graduating in 2016.

 

私は北アイルランドのファーマナ県で生まれ育ち、ベルファスト市にある大学で音楽を学びながら、趣味として日本語を勉強し始めました。2016年に大学を卒業した後、JETの外国語指導助手として働くため、北海道の宗谷地方に引っ越しました。

I am currently working as the CIR for the Aichi Prefectural Government. My job includes proofreading, checking translated materials, and other administrative tasks. I am also the PA (Prefectural Advisor) for the JET Programme participants in Aichi Prefecture, providing JETs with information and support.

 

現在は、愛知県庁で国際交流員として勤めています。主な業務内容としては、英文校正や翻訳、その他の事務業務です。また、愛知県のJET参加者への情報提供などのサポートをする取りまとめ団体アドバイサーの役目もあります。

 

 

 

My Favorite Places in Ireland / アイルランドの気に入りの場所                                       

The Cliffs of Moher, County Claire.

After many years of wanting to go I recently had the chance to view the cliffs of Moher in good weather while on the nearby cliff walk. The cliffs run for 14 between 120 and 214 meters mostly at a vertical 90-degree angle to the ocean. It is one of the most beautiful places and popular tourist attractions in Ireland.

長年行くつもりだったモハーの断崖に最近やっと行けました。崖道を散歩しながら美しい景色を眺めました。モハーの断崖の長さは14キロメートルで、高さは一番低いところで120メートルです。一番高い位置は214メートルで断崖はほとんど海に対して直角です。モハーは大人気の観光地になっています。

Belfast city Centre.

When I was a student I spent a lot of time in the historic city Centre of Belfast. As well as being full of great places to shop there are many great pubs, museums, restaurants, and cultural/ musical events to frequent.

About JET / JETとは?

 

JET (The Japan Exchange and Teaching Programme) is a collaboration between local Japanese authorities and four government ministries: The Ministry of Foreign Affairs (MOFA), the Ministry of Internal Affairs and Communications (MIC), the Ministry of Education, Culture, Sports, Science, and Technology (MEXT), and the Council of Local Authorities for International Relations (CLAIR).                                             

There are three job types within JET:

 

ALT (Assistant Language Teacher): ALTs participate in English classes in elementary, middle, and high schools, often team-teaching with Japanese teachers. The vast majority of JET participants are ALTs. There are currently 10 ALTs in Aichi.

 

CIR (Coordinator for International Relations): CIRs are required to be able to speak Japanese. They are placed in local government offices and international associations, where they use their language skills to facilitate international relations. There are currently 9 CIRs in Aichi.

 

SEA (Sports Exchange Advisor): A unique position available by invitation only, the SEA is an athlete or coach who works with sports in a school or community setting. There are currently no SEAs in Aichi.

 

PA (Prefectural Advisor) – Each prefecture has at least one PA, whose role is to provide JETs in the prefecture with information and support during their time in Japan. PAs usually handle prefectural orientations, and may also meet regularly with local JETs, send out informational e-mails or newsletters, and otherwise support their JET community. All PAs also have a typical JET role, so they do this work in addition to their duties as an ALT, CIR, or SEA.

JET ProgramとはThe Japan Exchange and Teaching Programme(語学指導等を行う外国青年招致事業)の略称です。日本の自治体と外務省・総務省・文部科学省・自治体国際化協会の共同事業で、外国の青年を日本に招致し、外国語教育の充実や地域の国際交流を推進する事業です。JET参加者には3種類の職種があります。

 

外国語指導助手(ALT: Assistant Language Teacher)は小・中学校又は高校・教育委員会で英語の授業などをお手伝いします。日本人教師と一緒になって、生徒達に異文化に直接触れる機会を提供します。現在、愛知県には10人のALTがいます。

 

国際交流員(CIR: Coordinator for International Relations)は自治体や国際交流協会などで、日本語能力を活かしてその地域の国際交流を進めます。現在、愛知県には9人のCIRがいます。

 

スポーツ国際交流員(SEA: Sports Exchange Advisor)は特別に選ばれた運動選手やコーチが、スポーツを通じて国際交流を進めます。現在、愛知県にSEAはいません。

 

このほか、全ての県には少なくとも一人の取りまとめ団体アドバイザー(PA: Prefectural Advisor)がいます。PAはALT、CIR、SEAのいずれかを兼ねており、県のオリエンテーションの進行をしたり、県内のJET参加者の業務や生活に必要な情報の提供や相談に乗ったりしてJET参加者を支援します。

Info for Aichi JETs / 県内JET参加者向きの情報

JET Support Network
JET participants have a strong support network to rely on when they have a question or a problem, or just need to talk. All of the services listed below are free of charge. Furthermore, any contact you make with these services is confidential. If you wish, you can remain anonymous when contacting any of these services except the PA (where due to the nature of the PA’s relationship to the local JET community, anonymity is difficult to maintain).     

Prefectural Advisors (PA): On weekdays, (excluding bank holidays), you can reach me at my work e-mail (aichikencir@pref.aichi.lg.jp) or phone (052-954-6181) between 9am and 5pm My counterpart Japanese PA can also be reached by the same phone number at these hours. In the case of emergency, I endeavor to available outside my working hours as a contact at my personal e-mail and mobile phone number, though I cannot promise to be available at all times. If you would like my personal contact information, email me and I will send it to you. In the case of a sudden emergency, it may be most expedient to refer to the list of emergency contacts in the JET General Information Handbook.  For an explanation of emergency email contacts and phonelines, including 24hr hotlines for a variety of emergency or crisis situations please see below.

My role as a PA is to provide information, and to be a listening ear or sounding board for JETs who want to talk. That being said, the PA does not serve as a mental health or emotional counselor and I do not have professional qualifications in those fields. The PA’s role is to provide JETs with information regarding where to find capable counseling services and other resources.

Peer Support Group:
The AJET Peer Support Group consists of volunteers, all JETs themselves, who are available to answer questions, provide counseling, or just chat. The support group operates 365 days a year.

Tokyo English Life Line (TELL):
This telephone counseling service is based in Tokyo but can be reached from anywhere in Japan. Like the PSG, TELL is staffed by volunteers and provides counseling and listening services 365 days a year.

JET Online Counseling Service:
The JET Online Counseling Service is a free-of-charge counseling service made available in English and Japanese through an external organization to help minimize stress and provide support for both work-related and personal issues. Starting in 2019, the password has been made more widely available. It is distributed on a flyer at Tokyo orientation and through the CLAIR News email JETs receive every month. You can also ask the PA or your supervisor for it. I currently have the login details for the current financial year but please keep in mind that for the sake of security, the password is changed every April.
*The JET Online Counseling Services cannot be used for emergency or crisis situations.

On the subsequent pages there is information on how to register for CLAIRs safety confirmation system and advice on preparation for natural disasters.

 

  Financial Year 2023 Counselling Services for JET Programme Participants:

(available in Japanese and English)

Please use the Username and Password provided to you at orientation, If you don`t have the pamphlet where it`s written email me for the login details.

 

Member registration is required. Follow the member registration instructions after logging in at the sites provided.
Registration does not require your real name or any personal identifying information. Though JET number required, it will not be used to identify you, it`s just to ensure that only JET participants are using the service. As strict confidentiality will be exercised, and no personal information will be released to third parties.

  • Email Counseling


*login and select “E-mail Counselling” and select the counsellor you wish to consult.
**Your message can be up to 1200 characters long and you will receive a reply within 3 business days.
***You will be notified of replies via the email account you used to register and answers will be under the “My page” section.

 

  • Skype Counseling

Skype Counseling Services are provided under the JET Online Counseling Service between 9.30am and 9.30pm on weekdays (excluding bank holidays). You will need to enter the required information and appointments should be made before 5pm on the previous business day. A counselor will contact you via e-mail with the counseling time, date, and place of access. Sessions are 40 minutes long and each JET is entitled to 7 free sessions per fiscal year (April-March). Any appointment canceled after 5pm of the day before will count as one of your 7 sessions.
As this service is utilized by many JET participants, there may be times when the appointment cannot be scheduled for the requested time slot. Please try using Web Mail Counseling first, before going into Skype counseling. To cancel or change an appointment, JETs will need to login and click on “Table” under counselling reservations.

 

Operating Hours: 9.30 am – 9.30pm, Mondays – Fridays (except holidays)

JET Mental Health Counselling Assistance Programme:
For more severe or chronic mental health issues requiring ongoing care, CLAIR will provide a partial subsidy (50%) of up to 30,000 yen per JET participant per fiscal year for counselling costs not covered by Japanese National Health Insurance.
